POLICE – DEPARTMENT INFORMATION

POLICE GENERAL INFORMATION

The Police Department is made up of 5 divisions. Each is responsible for duties specific to the division but also works closely with the other divisions within the department to insure it meets our Mission/Value Statement:

The Mission of the Austintown Police District is to improve the quality of life, uphold the law and protect the lives and property of every citizen. We will display honesty, integrity, dedication and professionalism while accomplishing our mission.

ADMINISTRATION DIVISION

The Administration division consists of Chief of Police Robert Gavalier. The APD Gold Badge Chief is responsible for the department’s operation and management in accordance with the general policies of the Board of Trustees and the Township Administrator.

COMMUNICATIONS DIVISION

The Communication Division supports the Patrol and Detective Divisions and consists of the Dispatch Supervisor and 15 Dispatchers. They are responsible for answering 911, emergency and non-emergency phone calls for police, fire and EMS then dispatching the calls on a priority basis via a sophisticated radio system. They are also responsible for tracking all Calls For Service, accessing the LEADS and NCIC computer systems, relaying pertinent information to the other divisions, and assisting the public with a wide variety of issues. DETECTIVE DIVISION

The Detective Division supports the operations of the Patrol Division by conducting in-depth investigations resulting in the apprehension of criminal(s) engaged in pervasive criminal activity. The Division also provides trained evidence collection personnel who respond to major Felony crime scenes to preserve and collect evidence. Currently the department has six (6) Detectives assigned to various adult crimes ranging from Identity theft to Homicide, two (2) Detectives assigned to investigate Juvenile crimes, two (2) Detectives assigned to narcotics thru the Mahoning Valley Law Enforcement Task Force and (1) Detective assigned to DARE and Crime Prevention.

PATROL DIVISION

The Patrol Division is the foundation of the Police Department providing the residents and businesses of Austintown with Law Enforcement protection and public services 24 hours a day 7 days a week. The 29 Officers of the Patrol Division are compromised of three separate eight hour shifts consisting of Six Patrol Officers, two Sergeants, and a Lieutenant. Officers are responsible for enforcing all Township Resolutions and State Laws, the protection of life and property, conducting preliminary investigations and apprehension of criminals. The Patrol Division has one (1) State and North American Police Work Dog Association certified Patrol and Narcotic canine.

SUPPORT SERVICES

The Support Services Division assist the Patrol and Detective Divisions by providing communications, record filing,Support Services information retrieval and other functions as directed by the Chief of Police. Those functions include (1) computer entry of arrests, warrants and case information, (2) word processing, (3) filing and maintaining records, (4) respond to telephone/public contacts, (5) process fingerprint cards, (6) process seized license plates/driver licenses, (7) file traffic citations/accidents, (8) maintain record security and (9) produce correspondence for administration. As the public can see the Support Services are a vital and often overlooked division comprising of two records secretaries and the Chief’s Secretary.

  • How do I get a copy of a report?

    Reports (Criminal & accidents) can be picked up at the Police Department Monday-Friday (except Holidays) from 8 am-4 pm. Please note that certain criminal cases or accidents may not be immediately available to the public due to ongoing investigations that may jeopardize the case.   • What is the law concerning barking dogs?

    On August 22, 1995 Austintown Township Trustees adopted a resolution authorizing the control of dogs with Austintown Township. In particular, this resolution covers Barking and Noisy Animals and Unsanitary Conditions.


    Ohio Revised Code 955.221

    Section 1-Barking and Noisy Animals: No owner, keeper, or harborer shall keep or harbor any dog which howls or barks or emits audible sounds which are unreasonably loud or disturbing and which are of such a character, intensity, and duration so as to disturb the peace and quiet of the neighborhood or to be detrimental to the life and health of any individual.


    Section 2-Unsanitary Conditions: No owner, keeper, or harborer shall keep or harbor any dog in the township so as to create noxious or offensive odors or unsanitary conditions which adversely impact the health, comfort, or safety of the public.


    Section 3-Penalties: Any violation of this resolution shall result in a minor misdemeanor. Each day of continued violation constitutes a separate offense. Fines levied and collected for violation shall be distributed to the treasury of the county, township, or Municipal Corporation whose resolution or ordinance was violated pursuant to division (C) of Section 1907.20 of the Ohio Revised Code.


    Officer(s) arriving at the scene will conduct an interview with the affected parties. In Addition, officers will determine if the sound or barking is unreasonably loud or disturbing. Officer(s) must take into consideration the time of day and what is going on around the dog (i.e.: storm, animals, children playing nearby). Officer(s) will check to determine if any other calls regarding the barking dog(s) have been reported and at that point determine if a citation is to be issued or a warning explaining that in the future any further disturbances could result in a citation. The public must understand that the Officer must hear the dog barking and determine it to be excessive in order to issue a citation. A minor misdemeanor citation cannot be issued without the officer witnessing the violation.


    In regards to unsanitary conditions, the officer will follow the same guideline as listed above but with the standards of noxious or offensive odors or unsanitary conditions.

  • How can I get fingerprinted for civilian background check?

    The Austintown Police Department cannot fingerprint individuals for civilian background checks because the Ohio Bureau of Criminal Identification and Investigation (BCI&I) will no longer accept ink-rolled fingerprints cards for Ohio background checks.


    BCI&I now offers WebCheck, which is an Internet-based program for civilian background checks. The program reduces the return rate to as little as several hours.   • Does Austintown have a curfew?

    Yes. It is from 11 pm to 6 am (7 days a week) for everyone under 18 years of age.

  • How can I safely dispose of unused/expired R/X and OTC medicine?

  • I have a problem with a stray dog. Who do I call?

    The Mahoning County Dog Warden (330) 740-2205

    The Dog Warden’s office handles:

    1. Dogs running at large.

    2. Dog license enforcement.

    3. Nuisance/Dangerous/Vicious dogs as relates to State Law Injured STRAY dogs.

    4. Bite cases, for stray and owned dogs.

    5. Lost and Found dogs.

    6. Dog fighting complaints.

    7. Livestock claim involving a STRAY dog.


    The Dog Warden’s office does not handle the following:

    1. Dead animals.

    2. Injured animals, such as cats, raccoons, etc.

    3. Cat complaints.

    4. Abuse and/or Abandonment. (Please contact the Humane Society)

  • Who can I contact about an abused or neglected domesticated animal?

    A domesticated, owned animal…

    …without food, water, or shelter

    …that has been abandoned by its owners

    …whose owner is neglecting/mistreating/abusing it

    …whose owner is not providing it necessary veterinary care

    …whose owner is pink-slipped/probated/arrested

    Any stray cat that is clearly suffering and easily observed to be sick or injured.

    Anything involving dog/cock/animal fighting for entertainment/”sport” purposes.


    The Society does not:

    Pick up raccoons, unless specifically directed by the Health Department

Complaint of Agency or Employee Misconduct
Any person may initiate a complaint of misconduct against the Austintown Police Department or any of its employees. Complaints may be submitted in person, by telephone, by mail, by facsimile (FAX), or electronically (E-mail). Complaints may be submitted by a victim of or witness to alleged misconduct, a third party having information of alleged misconduct, an anonymous person, or an employee. All complaints will be reviewed by the Chief of Police as part of the internal affairs function.


Any employee against whom a complaint has been made is prohibited from securing or attempting to secure, directly or indirectly, by threat, appeal, persuasion, or payment or promises of reward or retaliation, the withdrawal of the complaint, the refusal by any person to cooperate with the investigation, or the intercession of any official or other person to cause the complaint to be withdrawn or abandoned.


All complaints shall be promptly and thoroughly investigated. Investigations shall commence as soon as practicable and be completed within forty-five (45) days of receipt by the Chief of Police. In the event that, for reasonable cause, an investigation cannot be completed within 45 days, the Chief of Police may extend the investigation as circumstances may require. The complaining person shall be informed of the extension of any investigation beyond 45 days, and every 30 days thereafter until the investigation is completed. An investigation is completed when the Chief of Police either determines that no misconduct occurred, issues disciplinary or corrective action, or forwards a request for disciplinary action to the Board of Trustees.


The Chief of Police will notify the complaining person in writing of the final disposition of the complaint.

ACTIVE SHOOTER PREPAREDNESS PROGRAM


Research has shown that many mass shootings, or active shooter events, are over before law enforcement responders arrive on the scene. Civilians who find themselves in an active shooter event must be prepared to take immediate action to save their own lives before law enforcement arrives. The average response time for law enforcement to arrive at an active shooter event is 3 minutes. Without effective, preplanned response options for civilians at the scene of the attack, many victims can be seriously injured or killed during the time it takes officers to respond.  This training is offered by The Austintown Police Department to businesses & organizations free of charge.
